Any talking head or reporter should provide informative info about the election process and other details to its audience. In a close FL vote count like this, I consider Rachel Maddow's comment about re-count is very normal.
It is very natural for candidate to contest a very close margin result, but it is very unusual for candidate to claim a rigged election or hinting about challenging the results without concrete evidence of voter fraud or irregularity.

I did not watch the station you cited, so I cannot comment on your visual description. My comment is general about normal duty of talking head and reporter.
