These are some of the traits of a pathological liar. I'm not accusing anyone of being a pathological liar, just listing some of the signs. There is a lot of information out there on this. I suggest taking a few moments to look it up. It's very enlightening.
To the few hangers on I say good luck waiting for an explanation. To those who made plans, who believed in this, I'm sorry it didn't work out. Don't let it make you become jaded. I don't think many people were confident he would show up.
I'm not aware of anyone who made plans "out of their way" to meet up with B79 nor made plans for LV solely to meet with B79. But perhaps I'm wrong.

When the bets that were made involving B79 are not paid in a timely manner (and we need to remember that time was given for the issue you bring up to be resolved BEFORE it became a thread and nuke situation), then it would be appropriate to call B79 out and, if it is forum custom now, unleash the nuke option on him.
I don't know of anyone who make a special trip to Vegas for this; I think it was all people who were already going to be there. Lots of people plan to do things and then they don't happen, that isn't as significant to me as the "welching"...if "welching" indeed happens. I don't think anyone is really "okay" with it, but what actionable item, based on the rules or customs of the board, has happened? People have been expressing displeasure about the issue and this is appropriate.
Anyway, I am not sure why seem to always be taking the admins to task. Their jobs are low pay and low reward--they mostly can only screw up (in our opinions) and be noticed; otherwise they are just there. I don't particularly like everything that has happened with them, but I am sure I would make someone made if I was a admin, too.

I'm not sure what to think about the plan making. Several of the people with action on the b79 situation are vegas local APs who travel to play. They didn't travel to Vegas for the event, but perhaps they would have considered leaving town for other opportunities if there weren't a way to make such easy money by staying in town.

I always get suspicious of people who brag about betting and losing tens of thousands of dollars, especially newcomers who lead with that BS. Usually the guys that actually bet like that tend to keep the numbers to themselves. It's not even the fact they mention it, its how and why they say it.
If he doesn't pay there's no need for outrage, no need for a suspension, no need for anything. The embarrassment should be enough. He will lose any and all credibility. EVERYTHING he has ever said or says will all be disbelieved including, pictures, business owner status, high roller status, stories.

I have been saying since day 1 that he is a sock puppet. I asked him at least 10 times in different threads and he never once even acknowledged me. Not saying that he is but I always find it suspicious when a new member goes from brand new to hundreds of posts very quickly. I would think that most people would ease themselves into a new forum. Although I think I jumped in quickly. Romes also came barreling in with both feet if I remember correctly. I had the sock puppet suspicion with him as well, which I was way wrong.
