Besides the cable news networks there is the political-industrial complex. These people produce little of value and live as leeches in DC. Sort of like some groupie to a neighborhood gangster, hoping a few ill-gotten bucks get thrown their way.
A guy like Beta announces and gets several million in early donations. He hires "advisors." A very few, Dick Morris comes to mind, will give good advice. Any pol does need 1-2 around him to give a detached look. Others give dubious advice, for example when Algore hired a woman to teach him to be a more alpha male (you can't make this stuff up!)
A reason the establishment hates Trump is he did not hire many of these people, instead going on raw instinct about what people care about.
So Beta hires an advisor. Advisor will end up hiring some firm or firms to poll and focus-group people. All to fine-tune a message, which he probably does not have at the moment. Some money may go to hire fundraisers to get even more money.

I <3 Tulsi, I may vote for her in the Dem primary if she's still in it when MA goes to the polls. As an Unenrolled voter I can participate in either party's primary (not both though). Sadly, for the reasons Tanko mentions, she probably won't make it out of New Hampshire.
