At any given moment there are literally several hundred young "aspiring actors" in Hollywood/Los Angeles who are working odd jobs for food and living out of their cars as they make the rounds of auditions, trying to break in to the film industry.
I have a (distant) relative in his early 20's who has been doing that for several months after having had some small acting parts in the Atlanta film industry. He is not addicted, mentally ill, etc. He knows of hundreds of young actors who are doing the same thing as him.

It's not unusual for first term congressmen
to sleep in their car or a van because they
can't afford an apartment in DC and a home
in their district. They shower and change
clothes at the facility inside the office

We ended up trying to involve the cops to catch him but total waste of time.
Pretty much like I suspected
After filling them in on most of the story (leaving out the casino cards aspect) they kept saying they need to bring in my former son-in-law for questioning
We're like no its not him. Look at all our evidence and they were like "well, we still need to question the former son-in-law. He had a fight with your daughter right"
Finally a detective called me about 5 days ago. He seemed to get that it was my daughters fiance when I pointed out the phone evidence I had. He said he would come over to see it
Never called me back lol
Unless its a murder cops are pretty useless.

I wonder how long he could have kept his still being on the run a secret from her. He couldn't get married to her while he was still on the run..... Eventually she would have figured out he was hiding something shady when he kept making excuses for why they couldn't set a definite wedding date. One thing I found confusing is that she went out in public with him and no one recognized him and why would he go out in public in the first place? Someone who was on the run had a good hiding house but still foolishly stepped outside to go eat breakfast. A cop just on the beat happened to be outside just as he stepped outside, and BAM, arrested and imprisoned.

That's the crux of it. If the cops had

The cops usually catch probation violaters when they do some other crime. Even something small like a traffic ticket

The guy who had foolishly stepped outside to go eat breakfast had done a MAJOR crime like rob a bank, so he wasn't violating any parole, he was trying to avoid being caught in the first place. Pretty stupid to go outside of your hiding house to go eat breakfast. He could have easily used a prepaid phone and ordered a pizza and paid without the delivery person knowing what he looked like.
