I would agree with you, but it's more fun to NUKE him instead, especially given compelling cause to believe that he is not a new member.

Sounds to me like his use of the word "plight" was his creation, not that of the alleged sender, and anyway we ALL have some form of "plight," do we not?
No personal info was disclosed, the contents of the alleged scurrilous communication were neither proffered nor summarized.
I agree he should be nuked, but it would be more accurate to amend the suspension list to reflect the correct reason.

That would be the disclosure of private communication, yes. If believed to be true, this post could lead other members into thinking EvenBob is suffering from, "Circumstances," or, "a plight," for which VailedJoy has empathy. If believed to be true, other Members may become concerned for EvenBob and send him PM's or make public postings asking about said, "Plight," which could potentially cause Evenbob undue aggravation and emotional distress.
This is why the rule exists, if we accept the existence of a, "Plight," as true, then that is information that was intended to be private as it was sent in a PM rather than posted openly. Further, EvenBob maintains that he sent no such PM, therefore, he could not have consented to the sharing of this information. If we assume that such a PM actually exists, and even if the sender had granted permission to share the PM, it contains private information and would still be a Rule 4 violation as the person about whom the information exists did not authorize the sharing of same.
If we assume the post is false, then, Trolling.

Absent details/suggestions or a complaint from the other party, I don't think it would be a violation to merely say that you have had PM discourse with someone, provided said discourse is otherwise non-specified.
