This is a total shot in the dark, but On Her Majesty's Secret Service? I know in the book there are references to Casino Royale's story (specifically Vesper).

And, the movie tried to cash in heavily on nostalgia (presumably to ease the transition of actors), and there is at least one casino that they enter (both the movie and the book have Bond's future wife have gambling debts and he pays them, I am totally blanking on the characters name), but it would not surprise me if (at least in the movie), it was called Casino Royale as another nostalgia nod (and/or a shot at the right's dispute to the book which would not surprise me either as the producers got petty a couple of times and this was around that timeline I believe).

Indeed I am referring to the famous Casino de Monte Carlo. In "Goldeneye", it plays itself. It also appears in another Bond film, however, where a sign identifies it is playing the role of Casino Royale.
