Ma and Pa Kettle ain't got no money. People come from Los Angeles to party. Seven out of ten highest grossing nightclubs are in Vegas. Ma and Pa Kettle ain't ever amongst them. The woman in Las Vegas who was arrested for having sex with a Pit Bull might or might not be Ma and Pa Kettle Territory. In Nevada such things are illegal only if performed in public. Somebody in the SUV wanted to party! So they partied!
Oh for the good ol' Days when you went to the Horseshoe and said hello to Benny Binion if you wanted to party in Vegas and if you were Ma and Pa Kettle you quietly settled into an RV park and baked in the hot sun as you gambled at a locals casino.

No, I guess you are right: this sort of thing tends to catch the unwary and unlucky. Some hooker with her nights earnings? Some poor slob trying to make a living? Some decent driver who refused to long-haul someone? Who knows.
Certainly serving copious alcohol to apparent thugs could lead to foreseeable negative consequences.
In the end, it will show that someone looked at someone wrong, "Dissed them" or talked to the wrong person.

In Las Vegas, the door locks are under the control of the cab driver so that he can obtain his payment. That rear seat passenger may have had some interesting struggles before it was too late.

Good luck with that, it would probably be hard to prove as most cars, not just taxi's, have this feature.
This LV Strip incident just seems to have been some "Got dissed ... Got even" road rage incident. Even the taxi and his passenger were going thru a green light at the time they got hit by a car whose driver was trying to flee bullets and didn't know that the best way to put the shooters at a disadvantaged angle is usually to punch it into Reverse.
