Something I left out of my trip report from last August, that I dug up while getting ready for my upcoming trip:
When I was at MAX (the name of the casino inside the Westin), I made a few dollars on VP, but when I got my ticket, I couldn't find a machine to cash it. I went to the cage to cash it, and asked why there were no machines; the cashier said that the casino was "too small" to have one.
Is there some size requirement for a casino to have a player-accessible machine to cash tickets, or is it just a management decision (i.e. management decided that there wasn't enough play to make the cost of such a machine worthwhile)?

Just a management decision. Those machines cost a lot plus you need people to service and fill them.
Expect the worst and you will never be disappointed.

Usually are installed for convenience and there is a cost to keep them and also man hour wise to keep them stocked- if the casino is small then there is no need for the cost when the cashiers is a couple feet away

My memory is getting bad, but something tells me Hacienda was like that too. I may be wrong.

There's obviously not a regulation because 99% of bar's and places like Devil Dotty'so don't have a TITO cashing machine. AND YES some/many bar's and small devil Dotty's type places have TITO's.

Emerald Island has no redemption machines. Possibly the Pioneer in Laughlin, as well.

Same with the El Dorado (in LV)....no ticket redemption machine, from what I remember.
