As I feared, it looks like the spike to $0.28 was not real, right back to $0.21+ at the open.

I believe that brings Rob's holdings down from 60% of the total outstanding stock to 59.7%....huge move in his overall holdings :-)

No, but it has a huge effect when dumped on the market.
He should be buying and not selling if he has faith in
getting the license.
