Is there any video poker game that is NOT a progressive that has a positive paytable without including a royal flush? What is the game?
I am familiar with most games including 9/6 JOB, 8/5 bonus, the various DDB, TDB, DW, DB games, but I don't know of any game that is "positive" overall unless a royal flush is hit.
On another message board someone claims such a game, with a positive paytable without a royal, exists -- and it is not a progressive game.

No such game in general circulation exists. All the games you mentioned require a royal flush to get into positive territory.
That said, there may be a game somewhere with a mis-set paytable, or a faulty card reader that gives twice as much points or somesuch, and that could be positive without the royal. But that person will probably keep that machine to themselves.

The Royal accounts for about 2% of RTP, so exclusive of royal you'd need to find a paytable that is >98%. It's easy to conceive of such a game, but I don't know whether any have made it onto the floor anywhere. If so, it'd likely be a mistake.

The Loose Deuces game at the Fitzgerald's comes very close.
Return with royal = 101.60%
Royal return = 1.77%
Return without royal = 99.84%
Return with royal = 101.60%

So Wizard, you can confirm that if there is a non-progressive video poker game that returns greater than 100% without a royal that it is a fluke or an error or a misprogrammed machine and not a "regular production model" (if I can use that term)? May we call this particular machine, IF it exists, a "miracle machine"?

Couldn't you possibly turn it positive by considering a royal as just a flush and adjusting your strategy? Say, hold a pair over 3RF or even 4RF in some games. Wiz could calculate that if only he had the time.
