VP for Winners/VP for the Intelligent Beginners, is this a typo?

For the game NSU Deuces Wild(99.728%), on the strategy page in both Video Poker for Winners software & Video Poker for the Intelligent Beginners:
0-18 ST4 1i 3456, 3567
0-19 SF3 A-low 'A34'-'A45'
There are four ST4 1i near the Deuce:
[3456 ]
[345 7]
[34 67]
[3 567]
Between them,
SF3 A-low 'A34'-'A45' are worse hold than 3456 & 3457, because of the straight penalty,
SF3 A-low 'A34'-'A45' are better hold than 3467 & 3567.
Since 3567 is clearly worse than 'A35', shouldn't 0-18 be written as ST4 1i 3456, 3457?
Or maybe it should be written as ST4 1i 3456-3567 because when you click Show Report in Video Poker for Winners, 'A34'67 & 'A35'67 are listed as exceptions.
