specifically, only hold if the 3 to a flush is:

Why only those 3?
why not all the other 3 to a flush that doesn't make a better hand?

Just a guess, but I think it has something to do with being able to make wild royals and wild straight flushes. I'm most likely wrong though.

Its deck composition.

Notice the cards being tossed out are cards that all have better str8 flush possibilities that are now gone from the deck.

My initial guess was that it had to do with how many straights are eliminated if you discard everything, since these three rank combinations impact the entire spectrum of possible straights multiple ways (before considering the other two cards in the hand, which will connect with them in some way). However, I think the above comments about straight flushes may be more accurate.

Looking over the strategy, there are exceptions to those 3-to-a-Flush plays where you should discard everything. Another way to look at it is, by default, don't hold 3-to-a-Flush, but in certain instances, hold suited 58T, 59J, or 69J.

The strategy generator produces the optimal basic strategy in the sense that it is the sequence of plays which maximizes the long-term return when exceptions are ignored. So if those 3-to-a-Flush plays weren't present, the basic strategy would return less than the one shown.

but I shouldn't be discarding the whole hand.

8T and 9J suited I'm keeping.
but the strategy maker ranks 58T; 59J; and 69J suited as higher.
