How could it have been cheaper for the manufacturer to preset each deck rather than shuffle them? I'd think that at some point they must have really been pre-shuffling the cards in order to get the contracts.

I'm not entirely sure, but I suspect they were printing the cards that way, rather than running them through a shuffler.
I suppose you could rig to prevent a sidebet from hitting. Or let's say ties, you don't want anyone to ever win the Tie bet.
