"3 pts" in Barona PGP house way, what does it mean?

Quick question -- I'm reviewing the Barona house way, they use a fully wild joker BTW.

One of the entries is this:

"Two-Pair plus joker plays as Pair - trips unless highest card is 3 pts."

I'm assuming that would mean if your highest singleton is ace, king, or queen, in which case you play as "big wild pair - two pair".

So for example, 4-4-5-5-6-9-* would play as 55/4496* but 4-4-5-5-6-Q would play as Q*/44556

Can anyone confirm / deny?
