I saw the term in an article and look it up. However, there was no clear definition of what it is. TIA.

NOT a part of the team that does planned or emergency fills from the cashier's cage to a table. The team has escorts, a cart and THREE men who indepently fill out tiny forms that have to have the same totals. same size paper but three different colors.

Like a slow chip runner? Someone who brings a rebuy's worth of poker chips to the table once you're already seated?

We use the term chip walker when monitoring for financial crimes in the casino. If a person has won a lot of money via chips and only cash out a portion of them under $10,000 and they leave with the rest. Because cashing out over $10,000 requires us to file a CTR if someone doesn't cash out all of their chips they might be structuring to avoid a CTR. We will file a Suspicious Activity Report (SAR) on them
At my age, a "Life In Prison" sentence is not much of a deterrent.

Could also be a table games player that takes all their chips without coloring up. Instead of taking 2 black chips from the table, they take 40 reds. Causes the table to need fills more often.

I always colored up butwhen I arrived at a new table would display my chips to the floorman and recall once having called out 'seven point eight' meaning seven thousand eight hundred dollars. I don't mind keeping a casino's internal records accurate, its just not as high a priority for me as having a pleasant crew.
