The wizard mentioned that by counting cards, one can determine the value of the cards dealt to specific positions—such as the first or third spot—allowing one to know, for instance, that the first card will be a 9; under these conditions, the player's probability of winning can reach 56%.
There is a way to know in general what cards are available in clumps.
Some of this is done via having a precise memory of every card played and every card remaining. The count isn't really what helps with the level of precision I am talking about.

There was also a debacle where the casino was dealing bricks of cards new from the manufacturer which they believed to be preshuffled. The cards were not preshuffled, but in a predictable nonstandard new deck order.
In both cases, the casino countermeasure is to thoroughly shuffle the cards.
If memory serves, the Tran Organization was also using communication devices, as they preferred to use a remote computer to sequence the discards and identify the target clump.

If you can see the back card of the pack when offered the cut, you can cut the minimum (say 14 cards if they let you get away with that) and then the known card will be 14th from the top. The technique is known as card-steering.
There are other ways to know the value of a card before its dealt but that is what he meant.
