Is there a tutorial out there for learning how to program WinCraps? I'd like to try some simulations, but I'm pretty lost.

the WinCraps website has many auto-bet files for very specific betting methods. It is very simple to take something there and adjust it to your specifications.
Also the HELP file in WinCraps gives lots of info under Auto-Bet.

as to a very specific tutorial, just parts do exist in the HELP file but I have yet to see a dummies version.

WinCraps Pro is easy to use as the auto-bet files are in simple text file format.
The Classic version uses its own .bet file (instead of .txt)
Pro can convert Classic to Pro but still each block of code needs to be checked for accuracy.
I also have lots of files in both.

what specifically are you after?
Maybe there is a file exactly what you are after or close enough to change some lines of the code.
(not much new in craps betting systems out there)

trying some simulations is easy,
getting the code to be what you want and do exactly what you want is a step above easy.
Then learning how the program works is a step above the last step.

next step is yours
