I am aware that different Blackjack tables have two possible rules regarding what to do on Soft 17... or is it, two possible rules on what to stand on? I want to make sure I understand what the shorthand meanings of H17 and S17 are.

Is it what they do on Soft 17?
H17: Dealer will Hit Soft 17.
S17: Dealer will Stand on Soft 17.

Or, is it what the dealer will stand on?
H17: Dealer will stand on Hard 17 only.
S17: Dealer will stand on Soft 17.

It's what they do. Also, S17 is better for the player.

Both answers are right - they mean the same thing.
