My understanding of the law in international waters is that the same lack of laws that allows cruise ship operators to operate casinos on the open seas might also allow things that might be considered cheating in a regulated casino, such as using devices, or even more aggressive techniques.

Is this understanding accurate?

Depends on what the device is- I'm pretty sure a light stick for a a lot machine would be illegal.

However it would also depends on what flag the cruise ship was under and how far out from a given country that cruise ship is in at the time, I can't think of anything that could be grey that would be worth trying on a ship. If you are talking about a counting device then possible, but I also happen to know of a major cruise line who just hired a game protection analyst to overhaul and evaluate their casinos within the last 30 days

I was thinking more along the lines of a hole card cam, roulette computer, counting/strategy analyzer, etc.

I could look more but - counting - maybe you could get away with cell phone app but limits and spread and conditions most of the time suck- a hole card cam I wouldn't get involved with- (wanna fight an over seas charge?) get stuck in another country arrest first ask questions later- and you are stuck on the boat under your real name and no escape- I'd pass and not even think about it- too many legit opportunities them to risk something like that - especially when winning any large amount would get all eyes on you

It was just a thought :) . You're right though, there are probably better/easier opportunities out there.
