Im just goin got take a wild guess here with no mathamatical data known on my own yet and say that they figure 17 to be the math related optimum stopping point that gives the house the biggest advantage of not busting and payer busting and numbers to land on that are hard to beat.

just found out the ans is because 12 13 14 15 16 so after 17 there is 18 19 20 21 blackjack so 17 is in the center from 12-bj

Thats what I was missing- the BJ counted seperate from simple count 21.

I knew I was on the right track but I could find a combination that made sense. I was considering BJ same as 21 count.
