Mission has explained this before. They keep track of the IP that you joined from, and the last n IPs that you logged in from, for some n that I don't remember.
IP address matching is pretty much not a good way to do anything, but it's probably the best that they can do. I must have a long list of people that I could match with -- I log in from home, from work, from starbucks, from airports, from hotels, from casinos...

There's also the fact that he returned as, "NotDracula," so even if he wasn't guilty of multiple accounts prior to that, he is now. He also created another account, but I nailed it before he even had the chance to fire off a single post.
Also, the geographical tag of this IP makes it far more likely that he and Gamblor are one in the same. It also is an area that another Nuked user (and multi-accounter) is from.

You presently have no matches.
Really, as long as one joins from home, the probability of an IP of another user happening to match the Joined IP is pretty slim.

I think the kid was a good kid, if you read Dracula's posts, he was not doing anything bad. He was trying to be a good citizen. He got caught up in an unfair situation and I can't see any real harm in saying She male/man or whatever he said, I don't see is as a bad thing, unless you think they are bad.
Honestly I think you should just let him reincarnate and start over. I have a feeling I know who he might be now anyways.

Would you be ok with a Christian telling a Jewish member "you're going to hell for your beliefs"? Would you be okay if this member than asked, "Well, what should I have told the kike"? how about a member calling someone else, of whatever race, by the N-word? What if someone called any female member by the C-word?(*)
In fact, i think using a slur on any board member in any way should be punished by a minimum 30-day suspension, followed by a nuclear option for a second offense (not necessarily against the same target).
(*) BTW I am not offended by seeing these words spelled out in the abstract, only when applied to people in paritcular or in general. But some people find the offensive in every case.
