If I知 receiving a 25% rebate on my losses of up to $1000, what is the ideal win goal? Is my guess of $250 close? I知 playing 2.50 a hand if that痴 important.

There is a poster here, I think his handle is teliot, who has worked out the math. He has a website with several articles on this and many other subjects. One article of interest can be found here: https://newblog.888casino.com/blog/casino-promotions/loss-rebate-theorem-excel-spread-sheet

To use the spreadsheet, you'll need to know the variance and house edge of the game you are playing. If you find a free resource where the variance for variance VP games is accurately reported, please share.

Wizard wrote up an article specifically on 100% loss rebates for VP. See https://wizardofodds.com/games/video-poker/loss-rebate/

Seems like you're a day late and a Royal Flush short.

I have broken-even on Loss Rebates in the past, and lost a bit on some, but my most recent experience was cashing out a modest $ 140 ahead at Casino Royale in Vegas.

Before that, I did well with one of the On-Line Sports bets promotions, picking correctly in NCAAF and not needing the Rebate, which is what it is the Goal, right ?
