That's a pretty broad question.
'Emergencies' have always been the pretext on which the safeguards of individual liberty have been eroded.

If you track my bets, and bet the reverses, I'm pretty sure you will quite happy.

A pretty good one is betting on the winning roulette number after the ball has landed and settled, but before the dealer says 'no more bets'

Or, in blackjack, betting as much as you can on Perfect Pair sidebet when YOU KNOW that you are about to be dealt a pair of Aces. That actually happened to me but because I was a BJ newbie then, I didn't realise the value of it. Sadly, not allowed under US rules.

I'm sure the question is open ended enough to get unlimited answers.

I have a feeling he is asking what game and bet has the best odds under normal circumstances in normal casinos.

You can not bet on a winning ticket, only on a ticket that might win.

The best bet to make requires a game you think you would enjoy playing, one you know the rules of and a bet whose house edge is one you both know and are comfortable with.

Added factors are:
sit or stand; group or solitary; travel time and costs; etc.
