I had never heard of Black Hawk, CO until I read about them banning bicycles in the city limits.
Apparently this town of less than 200 residents has 18 casinos (!). I understand it is a pretty tight squeeze through the old-west era streets. I looked at some pictures, and it seems like there's actually no room for cars. There appears to be plenty of room for bikes and pedestrians.
It looks pretty cool, with its tiny little strip. But I imagine it must be run by idiots. The speed limit on Main Street appears to be 15mph, so I'm not exactly sure how a bike would clog up traffic.
I probably am going to start a flame war with this, but I'm in a bad mood. Hopefully the site owner will be on my side, as he's mentioned his cycling in several posts.

I go to Black Hawk all the time. Was there today (Tuesday), in fact. Made money. :)
On the northern end of town the casinos are in vintage buildings, but on the southern end are more modern buildings. The main drag is a pretty low-speed road and I know of no serious incidents between cars and bikes.
This is going to go through the courts, and I'm pretty sure they can't ban bikes on the one state highway (CO 119) that runs through town. 119 doesn't access most of the casinos actually; it sort of runs parallel to the main drag on the other side of the creek. Outdoor recreation is a big reason why people live here, and this demographic includes me. I hope the bicyclists win.

Black Hawk Police Chief Cole confirmed to Bicycle Colorado that there were no bicycle fatalities that preceded the ban. In fact neither the City Manager nor Police Chief could recall any car/bike crashes. Yet in a media interview, the Manager said that the ban was put in place "...to promote safety."
Of course, to protect PEDESTRIANS! It's much safer to get run over by a car than a bicycle. This guy appears to be on his way to higher office - maybe even president.

Central City near Blackhawk... who wants to ride a bike up these hills?
The difference between zero and the smallest possible number? It doesn't matter; once you cross that edge, it might as well be the difference between zero and 1.
The difference between infinity and reality? They are mutually exclusive.

Mountain bikers, so they can go back down the other side....
"Then you can admire the real gambler, who has neither eaten, slept, thought nor lived, he has so smarted under the scourge of his martingale, so suffered on the rack of his desire for a coup at trente-et-quarante" - Honore de Balzac, 1829
