Yes, they are charging a "collection fee" because California has rules that prohibit games played directly against the casino. So all games are "player banked". So without the $10 blackjack promo, you are better off betting $50, $100, etc. $5 bets are generally suicidal thanks to the collection fee, but if you do receive $10 free play for every blackjack it would help offset the loss somewhat. Not enough to beat the game's collection fee at $5 though since you will pay roughly 21*$0.50 = $10.50 in trying to earn the $10 free play, and the free play may be as low as ~$5 in value if they only pay you $10 on the freeplay win only.
