Violation of policy? Alost certainly. Violation of both of their marriages (I assume marriage by your wording)? Definitely.
But, I see no direct harm to anyone. If the Security Officer broke it up so to speak, leave it at that. No reason to ruin two marriages and potentially one career for a consensual act, even if it was not the most responsible of locations (or scenarios).
I mean it is a Casino Parking lot after all, its not like they were in some family place where young people could be exposed or whatever. Some people get carried away in their cars, usually a knock on the window solves it instantly, no need for a bunch of paperwork and drama.
(Just my personal opinion I am not a casino HR or security person).
Plus to put myself in your shoes (beside what I said above), why would you want to lose a whale and a good employee over a brief moment of passion so to speak? If nobody else knows or complains, I would just let it go and warn them to take it off property or at least to their room.

When it comes to my kidneys, I certainly don't hold anyone here in high esteem. If I can't figure out a promo, there are a few here I would consult. If I were looking to establish a fake identity online, there are some I 'd consult.

Taken at face value, it seems more of a general HR query than a casino specific one. Imagine if I found out one of the hotel's housekeepers was sleeping with one of the guests on the clock, I might solicit what to do from a general group of people. My instinct would be to fire her, but maybe someone could talk me out of it.

There are probably forums specifically for HR questions, or business forums that have a place for them. I guess MarcusClark's story might be such that someone is more likely to identify the people given that there are fewer casinos than hotels, but I don't see asking a general HR related question on the internet as a problem.
That said, to be honest, I'd have probably just fired the housekeeper after getting the housekeeper to sign a document stating that the sex was consensual. If not consensual, then I obviously wouldn't terminate her, but she'd have to be okay with the hotel reporting the guest to the police for r**e.

I'd go further and say that If I were a senior casino manager and one of my employees was posting to a gambling forum about Casino business and internal policy decisions, and that he was doing so in his real name, in a way that COULD link him to the casino and internal disciplinary events, then I would have him on a serious misconduct case in the blink of an eye.
But then, his real name is not MarcusClark66, so he his effectively anonymous. $;o)
