The number of competing venues effects the uniformity of enforcement.

In New England, there are two casinos in CT who initially were coordinating their opening and rules. They operate independently from the state of CT, so they can have differing rules and levels of enforcement, but since there are only two of them they can demand compliance with no loss in traffic to the other site so long as they both are equally tough about it.

In RI there are two casinos, operated by the same company. There is no competition. One set of rules and enforcement is uniform since one state's ruling authority controls the whole show.

In NV, since there are so many different organizations operating a host of properties, uniform enforcement industry-wide cannot happen - there are too many variables.

Even within a single casino, across different parts of the property, over three shifts, and accounting for differing personnel due to vacations and days off, uniform levels of compliance, regardless of what management says it's doing ("the safety of our guests and employees has always been our HIGHEST priority") will not happen.

Just yesterday I saw someone at my local casino without a mask for more than ten minutes without anyone making an issue of it. Then a self-appointed "mall cop" type casino enforcer decided he was the Chief Inquisitor of Health and got in the guy's face about it. Dozens of other employees let it pass, but this guy took his appointment to the COVID Gestapo to heart and was totally on the job.

Without editorializing about the incident, I mention it just to demonstrate that mask-wearing, like all of the other "guidelines" depend to a very great extent to who, what, when, ans where.

The same old story pops up over and over again, and 64,771 New Cases pop up in 1 day (YESTERDAY)! Governments have screwed up:
1 Goverments fail to provide its citizens with a n95facemask.
2 They make thousands of drivers wait on long lines ( or wait on phone for HOURS* ) to renew licenses or file other documents in DMV .
*I kid you not. DMV had indeed placed a driver on hold for 7 hours & 51 minutes, and then DMV hang up on the driver without any explanation. Here is a proof:
