"Tahoe deal" is pretty much an oxymoron. I have had ongoing room offers for Harrah's/Harveys for some time now, but that's because I used to be a pretty heavy player at Harrah's, until they turned the gaming into crap. But they still hope I'll come back.
I think October is one of the very nicest times to be there--the weather is still sunny, but cool and crisp. If you are looking for a deal on rooms, you might try the small independent hotels on the CA side (check out the Black Jack Inn)--they are hurting for business that time of year. Also, if you MUST stay in a casino, you could try the Lakeside, which is kinda sorta within walking distance of the rest of the casinos. I, personally, would just get a basic hotel room and spend the difference on a nice dinner--why stay at the casinos if you're not going to gamble, or gamble very much?

The drive is a piece of cake, snow or no snow. The only time you would have to put chains on is if it's actively snowing; within a few hours of when it stops, they have the highway plowed. So carry chains--I would imagine you can get them with your rental car--but you probably won't need them. If you do, you can spend a few $$$ paying a chain jockey to put them on for you--money well spent unless you like lying in freezing mud.
And where you're likely to get killed is in the casinos, but that's another story.
Lakeside has a 10x odds crap table that is sometimes $2. I put through VERY modest action, and they comped me a room (on the 4th of July no less!)
