What are some bets that have a high pay out but with a low edge. I am thinking something like betting on a single number with European Roulette. Most high pay-out bets also tend to have a crappy edge (like the center bets in craps).

Video Poker, or do you mean a win/lose type situation where the only possible result is a high payout or a loss?

If you are looking for high pay out but with a low edge, then yes Euro Roulette. If you can find this game where you are. Jackpot win or lottery have high HE.

Technically, a bet on 2 or 12 is no different than Hard-2 or Hard-12 because it is the same result.
If Three Dice Football can be found, the Cover 3 bet has a House Edge of 3.7% and pays 7 to 1.
The No Gain bet in Three Dice Football pays 5 to 1 with HE 2.78%
