I played at my local casino here in NZ today and saw something that amazed me.
The croupier moved the entire roulette wheel by a couple of inches
The wheel sits on a felt covered base and he simply slipped the whole thing
towards him without any apparent effort
I always imagined the wheels are heavy and immovable to keep them level
but apparently not
Has anyone else ever seen this

I've seen it. The wheel and case actually don't
weigh much, you can lift it easily by yourself. It's
awkward, not heavy.

Cleaning crews often reposition roulette wheel tables to the great entertainment of those who think this may "change" the wheel.

More importantly, I'd now watch the wheel to see if it's out of balance.

everywhere I've seen checks the wheel with a level when they open the table. Now if the table is always open, I'm not sure how often they will check it.

Its been a long time since such wheels needed leveling. The wheels have gimbals and are set inside the table which is leveled mainly for show and to keep complaints down.

You can "clock" the wheel but its 5.25 percent house edge to do so.... even if your results are that the wheel is fair.

Oh, you know, when Humphrey Bogart signaled in "Casablanca" what he wanted to win, you probably saw the wheel move a bit
the next time Dame Fortune toys with your heart, your soul and your wallet, raise your glass and praise her thus: “Thanks for nothing, you cold-hearted, evil, damnable, nefarious, low-life, malicious monster from Hell!”   She is, after all, stone deaf. ... Arnold Snyder

The wheels are not light, they are heavy. The "feet" of the wheel are placed on a wooden surface for the most part and you can move it with your fingers or simply slide it torwards yoruself.
The problem is that a wheel should never be moved by anybody except a maintenance person who knows what they are doing.

Whenever a wheel gets moved it should immediately be rebalanced, for the clear conscience of the casino and to make the (non AP) players happy.

Dealers do some funny thigns on occasion, that's why I have a job :)

That's kind of what I was thinking, hence the question'
This particular wheel had a flat base sitting on another flat felt surface
but I did wonder what the movement would do to the calibration/levelling
of the wheel

It may do absolutely nothing but on the other hand it also may throw the whole thing out of wack.

In my experience and any casino of which I was in charge of surveillance I wanted to be alerted whenever a AR wheel was moved so that we can observe and make sure the wheel was njot tampered with and balanced when it arrived at its new location.

This is kinda the same thing but on a much smaller scale.

Most roulette wheels weight close to 110 lbs. Casinos tend to do the bare minimum when it comes to leveling.

That isn't true in all casinos. Badly run casinos do everything badly but there are many casinos that do things right. It just takes a little understanding and common sense, something far too many of us lack way too much of.

I have a 32" wheel and it's just not that heavy. I
can move it by myself.

I have three real casino roulette wheels. The real wheels that are used in the casino are indeed about that heavy. Depending on the model, the rotor is about 50 pounds, and the bowl is about 60.
