I did this for about 3 years. I don't see that its scamming.
My wife would often get $50-$75 a week in slot play and
she didn't go very often, so I would use her card and bet
half on red, half on black, and a couple bucks on the zeros
and pocket the comp as cash on the Bally roulette slot.

How is it scamming if they take the bet? I bet I did this at
least 50 times or more in a 3 year period and never thought
anything of it. Four Winds and Firekeepers in SW MI.

Some in the casino may consider it wrong, but its done openly and no one really cares about it. After all, the purpose of the offer is to get the recipient into the casino. What the player does once he is there is not important. Some people take their profit and leave, others play out the comp money and stay half the night in the casino.

Its a loss leader coupon ... but no cheating is involved in such a conversion into cash.

Thats the way I looked at it. But this isn't the
first time I've seen it called scamming.

Most were but the electronic roulette thing was not by a long shot.

It's not scamming it's called liquidating the freeplay and its a common practice. Some casinos will not let you use it on electronic roulette because they feel they are being scammed if you come in and liquidate it without gambling more. But you are completely within your rights to cash it out and leave. In the long run, you will get about 95/100 of the freeplay. I play mine in video poker since I am a greedy mofo and like to get 99/100 back.

Yes, and that's why I am a lifetime winner at Electronic Roulette. I've won four figures and only put in about $10.

This might be the reason the roulette machines are excluded from promos at some places, but it isn't the reason they should be.
