In a supposed attempt to crack down on prostitution, the Las Vegas Police Department has compiled a list of what they call Vegas’ 50 most prolific prostitutes as part of a program called VETO (Vice Enforcement Top Offenders).
Still no word on if the program has been extended to Johns.

I guess its like those "Worst Movie of the Year" awards. It is still good publicity for the Movie Industry. People see the article about the Worst Movie and decide to go out to the movies that night. Maybe they even decide to go see the worst one.
In cities other than Vegas, I can understand the role of pimps, but in Vegas what on earth does a pimp do for a girl except take all her money? Its not as if he gets her customers or anything, he just takes her money.

I really think the best idea was the Rhode Island approach, prior to the change they made in 2009. Perhaps it didnt work for some reason, but at one point laws changed so that prostitution itself was not illegal; street solicitation was illegal, bordellos were illegal, and otherwise Johns were the ones committing the illegal act, I was told. My understanding was that largely Johns were the ones prosecuted!
