A google search turned up this for the shuttle to from Rio. Is this still good?

Rio: Carnival World Buffet entrance
Bally's/Paris Station: Shuttle picks up daily at Bally's on Flamingo side entrance (near sports book), every half hour from 10 a.m. to 1 a.m.
Harrah's Las Vegas: Far east-side of property. Located directly behind the Registration/Front Desk at Harrahs Las Vegas.
Shuttle Schedule
The Rio free shuttle operates 10:00a.m - 1:00a.m. daily 7 days a week.
Pick-up times are approximately every 30 minutes from each location. (depending on traffic conditions)

Yes, that info is all basically correct with one minor correction. The Rio shuttle pickup is not at the sportsbook entrance to Bally's, it is the next entrance up (closer to strip). There is a sign, and waiting area. The entrance where the sportsbook is, is where the Boyd shuttle picks up, making the loop between bally's/gold coast/Orleans.

Even with all the construction mess going on at Bally's? I wouldn't be shocked the pickup was at the sportsbook entrance because of all of that mess. Although now that I think about it, it was at its normal stop in Feb., so I'm probably wrong.

Pickup is unaffected by construction at least so far. The construction is really further up closer to the strip and the front entrance. It does not effect either of the side entrances.

Keep in mind that there are separate shuttles (and separate lines) at Rio for the Harrah's and Bally's shuttles. If I remember correctly, there is also a separate line for Seven Stars members, and I think they have priority - something you may have to consider at night.

And Diamond too. But if your ethics aren't ultra high, you could find an abandoned diamond card in the casino and flash it at the bus driver. They never check who you actually are.

I have never seen an issue with too many seven star and diamond members. There are usually only a couple members. But after seven star and diamond, hotel guests have the next priority. As a local, who lived behind Bally's (flamingo and koval) for 2 years and used the shuttles to get over to Rio/Goldcoast/Palms, I was shut out a couple times (usually on weekends). But I assume the poster is going to be a hotel guest. He won't have a problem.

Also, for anyone who purchases one of the strip bus passes that are good on the deuce and strip xpress bus, those passes are also good on the flamingo busline (rt 202) which obviously runs on flamingo road. If you catch the 202 at the strip stop which is on the corner on the side of Caesar's, the very next stop is the Rio, 2nd stop Gold coast, 3rd stop Palms. (all within a block of each other) That bus runs 24/7.
