Mine works just fine, granted its rarely used, but has been a couple of times in the last few weeks (as recent as last weekend).
It could be you are trying to message somebody who has private messages disabled, or maybe you have them disabled yourself (as pointed out above, it can be changed in preferences).

I noticed that during the past month when I tried to PM you regarding something. Where is the switch for enabling/disabling private messages?
