Ceasars Inc. is planning a line of at least 25 mega resorts in China. Initial ones will be non-gaming.

What would The Evil Empire want with a non-gaming resort? Is it a way to get a foot in the door and then suddenly discover that it would be a great place for a casino? And hope for a change after its built?
