Would the playing strategy be the same for Downtown deuces as it is for full pay Deuces wild?

In short, no.
Pay table for 3K-Straight-Flush-FH-4K-SF-5K-WRF-4D-RF
Downtown deuces pay table is 1-2-2-3-4-9-15-25-400-940
Full Pay pay table is 1-2-2-3-5-9-15-25-200-800
Because the 4 Deuces pay twice as much, you would more than likely discard combinations cards that you would normally keep in order to go for the 4 deuces. As well, since 4 of a kind only pays 4 in Downtown, you would need to adjust your strategy for that.
