In the game of Pai Gow, and it derivative, Pai Gow Poker, three dice in a "shaker" are used to determine the player position to receive the first, "action" hand. These three dice are not the same as the ones used at the Craps table. They are smaller, and have rounded edges. I don't recall if they have the same "replacement" material in the pips that indicate the number on each face as Craps dice.
Since these dice are a somewhat important part of the game, are they held to the same standard of manufacture and control as the dice used at the Craps table? They do not directly determine the outcome of the wagering (the tiles or cards do that), so maybe not.
Is there a way loaded Pai Gow dice could be used to a player's advantage at either game?

I have a set of these dice and a shaker. They seem to be made to the same quality as craps dice, including the inlaid pips. I don't think that loaded dice would help you unless you also had a way to steer or know the position of the cards or tiles.
Actually, tiles are often marked by cheaters, so knowing tile location isn't out of the question. However, introducing loaded dice would be difficult to pull off and at minimal benefit. If you were so inclined, I think craps would be the better venue to introduce loaded dice.

Yes, they are casino quality dice, with serial numbers.
There is no way loaded dice can help throw a Pai Gow game without the cards being set up or "stacked."
In fact, people prefer dice, and trust them more than random number generators that are attached to the shuffling machines.

At tables where players may touch their cards as soon as they're dealt, I think there's a slight benefit to receiving your cards last. It gives the best ability - either by looking, listening, or both - to gain additional info without doddling while setting the hand. I guess in that situation, where a player were going to try to cheat anyway, manipulating the dice to increase the instance of being at the "tail of the dragon" would be beneficial.
