I don't know the maths to calculate house edges so hopefully some of you could help me out.

Game is Dragon Bonus Baccarat with Dragon side bets that pay 1/2/4/6/10/30 to 1 depending on how large the difference is between the hands. The Dragon Bonus bet spot is next to each of the main bets; there's one for Player and one for Banker. Casino has reserved the table for a player that usually bets between $500 and $1,500 on the main bet (Player/Banker) and she doesn't skip too many hands. She also bets about $40-$60 on the associated Dragon side bet (so if she bets Banker, she'll bet the Banker Dragon side bet).

Sometimes, she'll put a $5 bet for the dealer on the line of the main bet. This bet will touch (or "kiss") the Dragon side bet which will be slightly off center of its betting spot. Her main bet will then touch the tip from the other side. When the Dragon side bet loses, she insists that the tip is associated with the main bet.

What would be the house advantage (if any) on this tip if this is allowed to continue? When the tip is essentially a Dragon side bet that also pays 1:1 (no commission) when the main bet wins by 0 to 3?

The tip is a player-favoured bet worth roughly +33.5% on the Banker side and +36.3% on the Player side.

Does the bet, regardless, remain something understood to be wagered for the dealer?

If it remains a bet for the dealer then it doesn't help her at all, it hurts her bottom line. It gives the dealer two chances to get a wagered tip is all.

Wherever whenever I have played the dealer either asks or adjusts without asking all bets including side bets to make sure they are in the right spot, and also adjusts any adjacent bets for the dealer to make clear where they will go. Some players don't like a dealer to touch their bets, which is why most dealers will just ask.

(Another time dealers might step in to touch chips would be if the stack looks like it exceeds the table / special limits maximum. Some pit bosses will insist that the chips be broken down and counted, others will allow the player to "play to the limit." There was this player I used to see around who has special limits, not particularly high, just 5000 above the stated table for Baccarat, and this player would put down player's entire bankroll on every bet, with the understanding that was playing to the limit. It was an annoying showy move, but the pit would allow it.)

I'd think that whatever this player is doing wouldn't last long before the pit stepped in to ask her to clarify her bets before cards are out.
I tell you it’s wonderful to be here, man. I don’t give a damn who wins or loses. It’s just wonderful to be here with you people. https://wizardofvegas.com/forum/gambling/betting-systems/33908-the-adventures-of-mdawg/

This move would fly exactly once. After that, the dealer would start moving it to where the player intended it before the cards are dealt. (Or maybe, just maybe, where the dealer wants it if the player is trying to give them the option. But still, before the cards are dealt.)
