To ensure all high blacks and low reds are to the left of 0, and vice versa, you would need to swap the positions of 9 and 10. This would mess up the tiers bet (which includes split bets of 5/8, 10/11,13/16...). Also I'm guessing they tried to keep alternating colours going longest; one nice feature of what you propose is in the symmetry (rotation) of the top half with the bottom half.
