I feel this is pretty cryptic I’ll be analyzing throughout the nights

Betting on the #5 to win paid less than betting on one of the #5 or #6 to win. Vagaries of parimutuel betting.
The race is not always to the swift, nor the battle to the strong; but that is the way to bet.

It started a month ago. Here's the Santa Anita webpage on the wager. Here's a Bloodhorse article.
Have you tried 22 tonight? I said 22.

I was at local OTB and saw Black Red or Green next to each horse's name. Also after xta, tri, etc bet a $2 HRR bet was listed. WTF ? Ticket seller had no idea. Came home , looked at chart.
Thought maybe could be a way to dutch or something as an AP
Win Pool $133,826 Roulette pool $562 LOL
Imagine only offered at Santa Anita now, Teller at OTB probably think I am crazy when I go to cash tomorrow. $20 Win on last race.
Will tell him I want $4 on BLACK in first race.
Only in California.

Here's an LA Times column with thoughts on how to improve the roulette wager.
[edit] Note that he anticipates the OP in the 7th paragraph.

I think their roulette idea sucks
if they wanted to increase interest they should look at the Betfair model and figure out a way to allow lay bets at least against the favorite under parimutuel
you can't know for sure who the favorite will be until the race is off but you can make a presumption that is right most of the time based on the morning line
i.e. - bet that a 2/1 favorite will lose and get paid back 1/2.25
that way the bettor could bet against the overbet favorite without having to dutch a bunch of horses or play an exacta box or wheel which can suck for several reasons
but don't look for that anytime in the near future
the suits that run racetracks are not the sharpest knives in the drawer
