It depends on what you mean by 1:1, since you also mention offsetting bets.
If you mean starting out with $500 in promo chips and ending with $500 in cash, you've just asked how to double your money (assuming each win with a promo chip replaces it with an actual chip of the same value).
If, on the other hand, you want to convert $500 in promo chips to $250, I think the best way is matching pass and don't pass bets on craps. If you bet $250 on pass and $250 on don't, the only way you don't end up with $250 cash is if the come out roll is a 12, in which case I assume you still have the $250 in promo chips that were on the don't; take $125 of those and put them on pass. This is better than $250 red / $250 black in roulette as there is a 1/19 chance that you end up with zero.

What's the likelihood of the pb letting me make this bet? I see people get denied all the time making offsetting bets. I never use promo chips, free play is worth a lot more but this time I can only get table promo chips.

You gotta say some little jingle, like, " papa need new shoes, ace deuce dice!!" Then grunt and snap your fingers simultaneously. This ensures a field number will be rolled, primarily the 2, 12, and to a smaller extent the 3.

Pretty much. Win a bet, receive a chip equal to your promo chip amount, promo still stays in play.
Lose the bet, lose the promo chip.
I wish i can play these on uth, i like the fact i can bet more when the odds are better for me to win.

I recommend you play a game with the lowest house edge. Most likely craps.
Now, for all those people out there who talk about combining the house edge on the pass line and the odds -- THIS is a scenario where that type of calculation would make sense: compare which game you can put down your action at the lowest HE overall.
I recommend not playing these chips in UTH or a carnival game -- less EV and higher variance. Plus, UTH is a f****ng awful game, sometimes. [well only when you lose]
I say play the min you can on the pass or don't pass and do the most amount of odds -- that is, if you want to maximize your EV.

That's correct, as many people have already pointed out, Optimal use would be on Blackjack...and it's not close.
I believe that, because Non-Negotiable chips play just like chips of any other kind, it doesn't matter whether you use Non-Negotiable chips or cash as the EV of the optional bet itself will always be the same. One might argue that betting a promotional chip (instead of cash) will return cash and the NN chip back on a win, in which event the NN chip must be re-wagered at a negative expectation...However, if you're playing cash instead of the NN in the first place, then every NN chip you wager is at the same negative expectation, unless you're counting.
