I have noticed that Vegas casinos tend to vary their rules and regulations regarding promotional chips (single use) and non-negotiable chips (keep them til you lose). Some casinos also have annoying regulations regarding what bets can be made using promotional chips and non-negotiable chips.
What experiences have people had with various promo and non-neg chips in Las Vegas?

Both kinds can generally only be used on even money bets, including blackjack and 5% commission bets. I speak a lot about the strategy of both kinds in my page on Promotional, Match-Play, and Non-Negotiable Chips.
I just used $70 in promo chips yesterday at the Hilton. However, my of my experience is in non-negs, which are often used to pay tournament winners. I'm not sure I understand your question, but the Hilton has pretty good mailers for locals, which include promo chip vouchers.

Did you follow your own advice and use them at blackjack? I also get a lot of promotional mailers, or used to. I usually play three-card poker or the player bet in baccarat. I could use them in blackjack but I play BJ all the damn time and like to try something different. I figure the value is pretty close to 50% anyway, and I don't have to double or split (although I do have to back up the bet in 3-card if I get a good hand).

I am curious what chips Vegas casinos are currently offering for promotions. I have heard rumors that some of the bigger casinos are moving towards using non-negotiable chips that can be used for any bet. However, this may only be true for high rollers.
