When betting 2 lots of dozens in european roulette, is there any benefit to always betting the strongest 2 dozens from the last 3 or 5 spins?
Is it going to improve consistancy overall?

Another question I have is which is the highest paying odds bet that will win most consistantly relative to odds?

Same as betting a weak dozen; strong or weak in the recent past means nothing to the very next spin.
