Claims some low volume games are easy due to poverty of the players.

I'm sure the NCAA would like to know the "small-time college basketball" players who were shaving points. (Even if you're not paid, anyone who shaves points immediately loses all NCAA ineligibility.)

Depends on the state, I think. Federal law says it is a crime for someone to pay an athlete to shave points, but I don't think what the athlete does is a crime.

California Penal Code section 337c prohibits somebody accepting money in exchange for "not (using) his or her best efforts to win any sporting event, contest, or exhibition of any kind whatsoever" (the exception being professional wrestling). Whether or not this is considered point shaving depends on the interpretation; if the result of the game is not in doubt, is not scoring to cover the spread necessarily considered point shaving?
Note that the penalty is imprisonment in "county jail" for 16, 24, or 36 months, and/or a fine of up to $5000.
