A woman got me upset though about two months ago. We were outside of the Casino shooting the breeze and I told her I was only playing to meet the $5 free play minimum(you have to play at least $5 to get the $5 in free play) and only had about $3 that I was going to strive to turn into the $5 free play.
She had the audacious nerve to ask me to give her some of my free play. Excuse me? I was going to struggle just to meet the requirement and you wantme to give you some of my free play that I haven't even earned yet? No, just no. Luckily, I got into the Casino first and told the security guard to watch out for her because she begged me for money than I made a beeline for my machine. I made the free play, but barely.
I encountered a situation similar to yours and handled it like this:
Waiting for a Bus in AC and was sitting on a slot machine chair as opposed to the uncomfy bench chairs in the bus waiting area. Put $50 worth of slot cash from my account into a $1 machine that I usually put my Bus Bonus free play and get most of my bus ticket money back with. Out of nowhere, a young man walks up to me and gives me his sob story about how he lost all his money and needs bus fare to get home.
I hear him out and ask him, where are you trying to get to? He replies "Brooklyn, the fare is $18.50, can you help me?" I say "Here's 50 cents, if it helps your cause then it is all yours." He takes it begrudgingly and shuffles off to his next victim.
I continue to play on the machine and get a hit for $300 with $17 CREDITS left from the original buy in, not but 10 seconds after, the loafer comes back! All of a sudden congratulating me and now asking for more money!?!?! Which can only mean, he was watching me when I sat down. Waited until I uploaded my credits to ask for money. Then went back to his hiding spot and watched me play through the slot cash until I got a payout!!
I immediately told him to "Get outta here" He says "C'mon, you just won $300 thanks to me!" I instantly cashed out my winnings which were $316, spun the last $1 of free play and said "You better start walking while it's still light out, it's a long way to Brooklyn!"
Many would get pissed , some would thank him, once a guy got so mad at him, cussing him out and hitting the glass window at the ticketing booth, security had to give him a ride to the door.

Don't see it around the casinos too much. At the grocery store recently some crazy lady with missing teeth was trying to sell candy bars to buy halloween costumes for her kids. I gave her $1 and talked to her for a moment, she buys them with food stamps and sells them in the parking lot to earn some money. Then another woman with you kids tried the same thing as I was leaving. She made $10 in the past hour and has been doing it for three months she said. She was good looking, I wondered how she hadn't been picked up by a pimp

Having lived in Vegas for 15 years now, I've heard the "I'm stranded here and just need bus/gas money to get home" story more times than I have fingers and toes. In fact, I've seen the same faces pulling it multiple times over long periods of time.
Okay, that is their angle, I get it. However, what really bothers me is that if you give them a buck or two they don't say thank you but see a weak mark and really press into you for more. They will follow you around and badger you rather then annoy somebody else who didn't give a dime.

As long as you are not in my peripherals, watching me play to entertain you, then I have no problem. But most loafers stand right behind you or even sit next to you with no intention of doing anything other than watching you, and that bothers me.
What is their real end game? Are they waiting for loose change to fall from my pockets or perhaps my mobile device to become within grabbing range? Maybe vulturing the machine and hoping I lose to increase their chances? Just too many questions go through your head when people stand/sit disturbingly close on purpose.
On an ironic note, I was at Sands PA last night and walked upon a table where an older gentleman was playing 3 hands at table max of $1000. It was a $25 table so I sat down, put my chips on the felt and decided to order a drink (Sands PA won't serve alcohol to someone who isn't playing a machine or table). A herd of bus travelers from NYC were already circled around the old fellow, watching his Orange chips turn into Grey chips, then back into Orange chips for most of the night. He seemingly had no problem with me or the tour group standing behind him watching the piles go up and down.
There was another middle-aged player at 3rd base, playing the minimum of $25 and seemingly having a good time, until I merely sat down and opted not to play when asked by the dealer. I was wonging at close range but still not jumping into the shoe as a courtesy to the orange chip betting old-man, who may or may not have been an AP.
Then the dealer then went on a tear, decimating the old man's stack and taking down the middle-aged guy as well. The count was still positive, but the dealer just kept pulling insane hands. All of a sudden, I hear back talking coming from 3rd base "Ever since he sat down, I lost every hand." I pay it no mind, until it gets louder and more direct "Are you gonna play or just sit there and keep making us lose?. I retort, "Are you going to realize it has nothing to do with me and your constant bitching doesn't help?"
He starts huffing and puffing, until he loses all his money and storms off. The shoe ends, I play the next one and made a decent profit of $350 before looking for the door. I see middle aged moron darting for my seat, I quickly tell the dealer, "Hold my spot!" to which he obliges. Causing more bitching from the guy about how he wanted that spot and I took it from him, blah blah blah. As I start walking towards the cashier, I notice a round black object on the casino floor, upon closer inspection it is a $100 chip!!!
I quickly scoop up the chip on my way to the cage, cash out, get myself a cheesesteak and crinkle cut fries with my comps and mosey on home feeling like a million bucks.

Want to know an amusing double standard? That isn't considered stealing in the places I've worked. Fallen chips are treated the same way as discarded bills or coins. If we can locate the original owner before someone grabs it, great. If not, then it's not actually taken into any sort of consideration for any review unless someone is able to identify exactly when and where they dropped the chip.
At that point, we can do a CCTV review and potentially determine who grabbed it, and go from there.

"Fishers" are caught on a regular basis. I absolutely despise those stupid "Reserved" signs and other crap that people use to hold on to a machine. They leave credits in the machines and assume that their money is secure. These incidents are fairly common, and we almost always ban the involved individual unless payment is made to whomever owned the credits.
Even then, we may still elect to get rid of them anyways.

Dollar amounts over a certain threshold are reported to the Gaming Commission, and are pursued outside of the Casino. In addition, it'll be passed along to other casinos, and the information will be shared in the attempt to recover the funds for the.... Victim?
Beyond that, I don't know of any particular case where charges had been pressed or anything. At least not from our perspective or Gaming's. I know of cases where cases had gone to court over Cheat At Plays, but that's a different thing entirely. (Those also end up including being banned from all of the casinos in the province.)
