In Vegas, it's fairly common for people to just play the Pair Plus. The dealer will even convince players to bet on it saying "That's where the money is!" However you will be lucky to get a pair or better 1 out of 9 hands in 3CP.

I don’t think that is allowed in Atlantic City.
But I see people do it very often with the Aces Up bet in 4 card poker

I’ll tell you something really funny: Some casinos won’t let you do that, you have to be playing the main game.

That's what I have observed as well.
