One of the videos I saw showed that you are able to place the boats yourself.
Personally I would never play this game in real life (it seems really hard to win anything), but I have to admit it's a really really innovative and interesting concept. ETGs are getting more innovative.
You get a 1000x1000 pixel screen, borderless (when things move off one edge they reappear at the opposite edge), start by paying your credits and drawing as many pixels as you like on the screen. Press the button, then the computer flips a random pixel, and they're off! Using the classic rules or any other convenient ruleset.
After a predefined number of iterations the player is offered a payment corresponding to the number of pixels illuminated on the screen, and they can press the button and stop it any time they want to collect their winnings. Or if they don't like where it is going they can pay another credit to flip another random pixel and see where that takes them.
A bank of these machines with the output echoed on big screens above the players would be a spectacular display! Seems like it would be really easy to implement too, and the only work to be done is determining a payout schedule and a minimum number of iterations required, given whatever ruleset they are using, to maintain an advantage for the house. There also will be some degree of skill involved, and what a player could do with some skills I don't know but it would be a lot of fun finding out.

It is probably in the ballpark, anytime there are these branded games the house edge is likely going to be significantly higher to cover the royalties.
