You're thinking in terms of specific numbers. But when it's any of them, it's different. The pick 4 back to back is 1 in 10,000. Saying that 8542 will be on back to back draws BEFORE the first draw then it's 1 in 100,000,000.
In your roulette example if 7 comes up on one spin, the probability that it comes out on the next spin is still 1 in 38(37 if single zero).
