There are a lot of options to gamble
Some games take a small cut , maybe .05 percent edge VP full pay JOB
Some games a 5% cut such as Pai Gow Poker
The lottery has got to be the worst possible bet out there. About a 50% cut.
Yet the lottery is the most popular form of gambling for the poor.
I came across this article, just shocking and sad.

Yes, it is a bad bet.

I don't like it when it is called a tax on the poor, though. It is completely voluntary.
