Hit vs 7, 8, 9
Stand vs 10 (very, very borderline)

For the 16 vs 10 decision, it doesn't matter much what you choose, the EVs are almost exactly the same.

I believe a slightly better rule is to stand when you have a 16 that includes a 4 or a 5, and hit otherwise.

Of course if counting cards simply using the running count is by far the most powerful determining method.

The above is correct. There is a rule of thumb that with 16 vs. 10, stand if the 16 is composed of 3 or more cards. However, the rule above to stand if the 16 has a 4 or 5 in it is more effective. If there are other players at the table, and it is a face up game, then just scan the table. If you see a disproportionately small number of 4's and 5's then hit, otherwise stand.

what other exceptions are there? i do not recall this one on the bj page.

To be honest, in a multi-deck game, thats about it. You could find composition-dependent situations that may change the decision on of the borderline soft doubles, but these specific hand compositions are pretty rare and not worth your bother.

Oh, there is 12 vs 4. Scan the table and hit it if there are more face cards out than 6-9s. Or if using a traditonal counting method, simply go by if the running count is in the negative (even -1), you hit. You get the added pleasure of driving the rest of the table crazy.
